Information Use Management and Policy Institute - Analysis of Public Library E-Rate Data: 1999-2002
This project analyzes a range of trends and spending relating to the E-rate awards as reported by public libraries. Data are analyzed by state as well as other demographics.
The Schools and Libraries Universal Service Program
This program is part of the Telecommunications Act of 1996, to provide affordable access to telecommunications services for all eligible schools and libraries, especially those in rural and inner city areas. The Universal Service Program will provide discounts of 20% to 90% on telecommunications services, Internet access and internal connections.

WebJunction
In 2002, the Bill & Melinda Gates Foundation awarded the Online Computer Library Center (OCLC) a three-year grant to build a portal for public libraries and other organizations that provide open access to information. Building on the Bill & Melinda Gates Foundation's five-year-old U.S. Library Program, which has provided over 40,000 computers with Internet access to more than 10,000 libraries across the United States and Canada, WebJunction is the work of five organizations, led by OCLC.

This site provides assistance and continuing education for those seeking to use e-metrics in their library. E-metrics are measures of the library's electronic resources and services.

Public Libraries and the Internet Surveys (1994-present, approximately biennial)
U.S. public libraries began interacting with and using the Internet in the early 1990s. Since 1994, Bertot & McClure have conducted studies roughly every two years that track the level of involvement, key issues, trends, and other aspects of public library Internet use. The studies, funded over the years by the American Library Association's Washington Office, the U.S. National Commission on Libraries and Information Science (NCLIS), the U.S. Institute of Museum and Library Services (IMLS), and the Bill & Melinda Gates Foundation, explore issues such as:

  • Public library Internet Connectivity;

  • Public Internet accessw workstation availability;

  • Internet connectivity bandwidth;

  • Internet-based service and resource availability (e.g., databasees, training, digital reference);

  • Filtering of Internet-based content and services; and

  • Costs and issues associated with Internet connectivity (e.g., funding for technology infrastructure, e-rate, maintenance and upgrades of technology, staff skills requirements).


As the context of public library Internet connectivity changes, so too does the nature of the survey. The study continues to produce, however, important longitudinal data regarding the level of public library involvement with and use of the Internet.
